McKINLEY TEACHER ASSAULTED BY STUDENT RETURNED, BUT NOT TO McKINLEY HIGH SCHOOL
The teacher who was severely injured, as the result of a student assault, is being returned to work; however, he has been involuntarily transferred from McKinley High School to Public School #212, Leonardo daVinci High School.
“That a teacher is viciously attacked and severely injured by a student, who has allegedly been involved in other serious disciplinary issues,is punished, is unfortunately symptomatic of the breakdown in school safety in our schools.
This punishing of a victim will not stand. The Superintendent, School Board and all involved have sent a message to all students.
You can viciously attack a teacher and the teacher will be punished.
Not here, not now, not ever”, stated BTF President, Philip Rumore.
The BTF will be filing a grievance and taking all other legal actions.
“When the truth about what happened and what is happening at McKinley High School is known, those involved in this cover-up and despicable action will be held accountable”, concluded Philip Rumore.

BTF RELEASES DISTRURBING McKINLEY HIGH SCHOOL SURVEY
The BTF, today, released a survey of Buffalo teachers at McKinley High School that reveled a very disturbing current assessment of the teaching and learning conditions at McKinley High School.
The “Climate Survey” was sent to each teacher’s home. The completed survey is placed in a “secret ballot” envelope by the teacher and then sealed. The “secret ballot” envelope is then placed into an outer envelope that the teacher signs to ensure the survey was completed by a teacher at McKinley High School. Once received, all the “secreted ballot” envelopes are removed from their outer envelope and placed unopened in a pile. Each “secret ballot” envelope is then opened, individually, so that on one could know who completed each survey.
The anonymous results and comments are then tabulated by a BTF secretary.
“Despite the fact that 94% of the teachers reported that they couldn’t “voice concerns without fear of reprisals from the principal” and were heard saying, that even though the survey was anonymous, they were concerned and chose to not complete it. The results of those who completed it are very disturbing.” stated Phil Rumore, President of the Buffalo Teachers Federation.

BUFFALO SCHOOL DISTRICT OBSTRUCTS BTF NEGOTIATIONS ON THE FIRST DAY
At the first negotiations session between the Buffalo Teachers Federation and Buffalo School District, after the BTF agreed to significant changes to the negotiations ground rules that the sides have used for over twenty years, the District adamantly refused to agree to a ground rule that had been agreed to for many years.
“The parties will schedule in advance a minimum of two tentative negotiating sessions with agreed upon time limits.” (emphasis added)
The District insisted that it would only agree to scheduling one session in advance.
“That the District adamantly refused to agree to scheduling at least two tentative negotiating sessions in advance, but would only schedule one session in advance, is not only incredible but leads us to believe that they have no interest in reaching a speedy resolution, and are looking to prolong negotiations to wear teachers down.
It won’t happen.”, stated Phil Rumore.
When it became apparent that delay was the obvious intent, the BTF left the District to reconsider its position.
“In all my years of negotiating, there has never been a time where both sides didn’t want to schedule as many sessions as possible in advance. They are always tentative as circumstances change; however, it allows for people to plan, clear their schedule and make progress more quickly.
This is obviously not the District’s objective.”, concluded Philip Rumore.

BUFFALO SCHOOL ADMINISTRATORS COERCING PARENTS AND STUDENTS TO TAKE STATE TESTS
Once again Buffalo school administrators are using false statements, intimidating calls to parents, intimidating meetings with students, excluding students not taking the tests from socials, drawings, etc.
Last year, in response to alarmed parents and teachers, the BTF alerted the Superintendent, Board of Education and Board of Regents to the actions taken by some school administrators to intimidate and coerce students and parents to participate in state testing.
“Once again some Buffalo school administrators are attempting to undermine parents who, in the interests of their children, have chosen to not have their children take the state tests.
Pressuring parents and students with false and discriminatory actions is in my opinion the worst form of bullying and child abuse”, stated Phil Rumore, President of the Buffalo Teachers Federation.

Some principals are stating that at a principals meeting, they were advised by Superintendent Cash to provide incentives to students taking the State tests.
“We do not believe that Superintendent Cash would condone the actions listed above. We look forward to him clarifying his alleged statements to principals and his condoning the above degrading and bullying tactics and taking action against all the administrators who are found to have engaged in these actions.”
The BTF also released a statement from Chancellor Betty Rosa and NYSED Commissioner Mary Ellen Elia stating “We would like to remind school leaders of the importance of honoring requests received by parents to opt their children out of the exams” and “parents have a right to opt their children out of these exams” and “we have also heard of isolated but troubling reports of parents’ requests being ignored”.

BUFFALO TEACHERS FEDERATION CONDEMNS COUNCILMAN WINGO'S STATEMENT
BTF President, Philip Rumore, today, excoriated Councilman Ulysees Wingo, Sr. for his May 17, 2019 at 7:01 p.m. public statement made after he brought a loaded gun and ammunition into a Buffalo Public School.
“It is a matter of grave concern that Councilman Ulysees Wingo, Sr. brought a loaded gun into one of our schools despite all the horrendous school shootings and the fact that every knowledgeable person knows that it is illegal to bring a loaded weapon into a school (unless you are a law enforcement officer).
What is far worse and unacceptable is his complete refusal to accept responsibility for his dangerous action and his attempt to blame the school district for his illegal and dangerous action.
His statement that “I am remorseful that this has come to our doorstep as a community. This further enforces the need for a more robust security program at all of our schools” (emphasis added).
Rather than saying that he was wrong and had violated the law by bringing a loaded firearm into the school, he attempts to blame the school district’s security program for his bringing a loaded weapon into the school.
Yes, we would all like more security in our schools; however, that will never remove the responsibility of a person who illegally brings a loaded weapon into the school.
Blaming the school district is unacceptable.
Upon realizing that he had or was bringing a loaded firearm into the school, after notifying the administration, he should have immediately returned to his vehicle and locked it in the trunk.
We teach our children to accept responsibility for their actions. Councilman Wingo obviously ignored this life lesson.
He owes an apology to the community, our security officers and all in our school district.
We note that while Councilman Wingo shamelessly attempts to blame the school district for his unlawful act of bringing a loaded weapon into a school, the Common Council has not increased its allocation to the school district for over three (3) years.” Rumore concluded.

BTF SUPPORTS BOARD RESOLUTION BARRING COUNCIL MEMBER ULYSEES O. WINGO, SR. FROM BUFFALO SCHOOLS
The BTF Executive Committee and Council of Delegates from all Buffalo Public Schools yesterday unanimously approved a strong resolution of support for the proposed Board of Education resolution.
The BTF resolution supports the immediate suspension of Council Member Ulysees O. Wingo, Sr. from District property for no less than eighteen (18) months.
The BTF resolution also supports his being prevented from attending his son’s graduation.
“We know it is difficult to prevent someone from attending their own or a relative’s graduation; however:
In these times when school and community gun violence are a constant threat, we must ensure that the message is clear – we will not accept and must do everything possible to prevent gun violence.
The message must be that everyone committing illegal actions, such as bringing a loaded weapon onto school grounds, will be severely punished regardless of position or status. To do less leads to undermining everyone’s safety.
Shouldn’t the message be that I have committed a crime and must accept the consequences of my action? Wouldn’t that be a preferred message to send?” stated Phil Rumore, president of the Buffalo Teachers Federation.
