PRESIDENT’S REPORT - Presentation by: Jennifer Sullivan, American Cancer Society “Making Strides Against Breast Cancer Walk”
I. Wage Freeze / Control Board (Act I)
a) Resolution – speaks only to the freeze being lifted.b) Statements by Mayor and Superintendent – lifted only one step – Mayor says was told by Control Board and State could only lift one step. Control Board denies having said this.
c) Control Board’s possible scenarios -
1) Lifting wage freeze means only one step.
2) Wage freeze lifted based upon Budgets submitted by City & School Board with only one step.
d) We will be in court to be placed on correct step.
II. Mayor’s Recent Action (Act II)
a) Angry that Control Board laid one-step scenario on him. Will seek to have City employees on their correct step.
b) Will seek legislation to have City and School District separated. We’ll see.
c) We will be in court
1) The only reason the School District is under the Control Board – City’s financial position.
2) District has never had a deficit budget and has not had to borrow as the City did.
3) City now financially solvent with surplus.
4) District received a $40,000,000 increase this year and will receive a minimum state aid increase of $l32,000,000 over the next 4 years. The Superintendent and Board want us to have to negotiate to be on the correct step i.e., make concessions to get where we should be. I can hear them now. “Come to the table. We want to give you raises” i.e. make concessions to receive what you already deserve. Don’t be fooled.
III. Negotiations – No sessions scheduled by PERB – Awaiting Board to approve Budget -- recent developments would make negotiations interesting..
IV. Board Union Solidarity Rally – All Unions – Demanding an end to the wage freeze and placed on the correct step. Wednesday, June 13 - 3:00 – 4:00 pm – City Hall
Everyone should be there.
V. Summer School
Apparently there is a shortage and anyone who wants to work will probably have the opportunity to work.
